Link to an named anchor (not selection range)

I see in the docs for the URL scheme that an Editorial link can specify a range of characters by their position in the document (character numbers 100 through 110, e.g.) — but what I'd really like is to link to (the equivalent of) an HTML "named anchor" tag, like <a name="thislocation"></a>. (This would allow a more reliable link to a particular section in a document, for example, even if the text above it changed.)
Simply adding an <a name=""> tag and linking to it doesn't seem to work, either using a full editorial:// URL or just a relative file-path URL.
Is there some way to do this that I'm missing?
